OCAC Minister Hsu Chia-ching Denies Family Misused Overseas Mission Resources

Oct 05, 2026

Taiwan's Overseas Community Affairs Council (OCAC) Minister Hsu Chia-ching publicly denied any improper benefit in the face of allegations that her family members misused the resources of overseas missions, making it a defensive day for her and the OCAC.

  • The Taiwan People's Party caucus, citing information from an informant, said Hsu Chia-ching allowed her American husband to use an overseas mission's official car and had her son accompany her on overseas trips in the capacity of a photography officer, and it called for her suspension.
  • Hsu Chia-ching responded that the OCAC's official budget has been used entirely in accordance with the law, with no cases of benefiting individuals or private parties.
  • She noted that the Control Yuan and the National Audit Office have already conducted routine checks, and that TPP legislators separately demanded another review, resulting in two rounds of checks within two or three months, with records examined from 2020 to the present.
  • Kuomintang legislator Ma Wen-chun, during an interpellation session, asked the OCAC to provide more detailed records, stressing that the line between public and private must be clearly drawn and that taxpayers' money must be put to proper use.

Outlook: The OCAC is expected to have to submit more complete expense-verification records, the opposition parties will not let the matter drop, and the controversy will continue to flare in the Legislative Yuan in the near term.
